Your layman's take on that law is flawed. Nothing in the law exempts the President from abiding by the Espionage Act. That LAW and THAT SECTION OF THAT LAW TOTALLY exempts the PRESIDENT from having ANY "liability" for handling classified information AS HE CHOOSES TO HANDLE IT!! PERIOD!! He can give it TO WHOMEVER HE WANTS FOR ANY REASON AND AT ANY TIME regardless of what YOU might think applies.

Your cockeyed interpretation would have the President be immune from charges of treason and would allow him or her to transfer directly to our enemies any and all information that may be used for the injury of the United States or to the advantage of those enemies That, in and of itself, is ridiculous. To suggest that such an exemption from the charge or treason or espionage would carry forward and attach itself to former presidents is ridiculous factorial.
