Their presence there was not unauthorized. There were, most likely, many authorized classified documents in that office during his time in office. A handful were missed when the rest were returned. There is no criminal intent to retain the documents inadvertently NOT returned. And depending on the level of classification, that office would have been a perfectly acceptable place to keep documents. Classified documents range in importance and sensitivity and are classified accordingly.
