A President may declassify any document he/she wishes ... Perhaps if you have a specific document, you are referring to ???
Let me ask you a different way... if an outgoing president can declassify any document he/she wishes, and, as @golfboy has claimed, once declassified, those documents are public, can that outgoing president decide to declassify extremely sensitive intelligence and provide it to anyone in "the public" that he or she sees fit? Even if that intelligence may be used for the injury of the United States or to the advantage of any foreign nation?
