Every transition from agrarian society to industrial society involved slavery. The U.S. imported slaves from Africa, and arguably from China too when you look at the history of rail construction in the U.S.
The Soviet Union set up gulags which were basically people enslaved to construct their modern infrastructure, and the gulags of the 1920s and 1930s were more cruel than U.S. slave states.
