The hijackers had state sponsorship, but not from Saudi Arabia.
Numerous FBI agents were tracking Mohammed Atta and his co conspirators. It was quite obvious what they were planning. Every time an agent was prepared to apprehend the hijackers prior to 9/11, they were told to back off.
