This is why a person could potentially argue that Bismark was a superior statesman to Hitler. And I wouldn't really disagree. 

Compromise is part of the art of politics. Bismark knew how to compromise.

Times change.  These are very Democratic times, and popular support for something can do miracles.  It’s not like 100 years ago where the empower of Japan was considered a literal god on earth and everybody just did his will.
