I have. More than once.

I don't give anymore unless I'm holding a wad of basically "found money". Casino win, or something like that.
I once followed a guy after a beautiful sob story about illness, loss of career, divorce... 
He took my $20 bill and went right to a liquor store.
He was drinking just outside the door and had a second bottle in a bag. My treat.

I saw another go into some neighborhood even **** than the one we were already in.
Crackhouse... You can kind of tell by the broken windows and no front door knob.
My treat again.

So, if I earned it, I don't give it to just anybody. Enabling is also bad karma.

Safety hint:
Driving around in a real **** up hoop-dee or a beautiful, clean and shiny, big vehicle is best.
Nothing in between those, as you can get **** with more.

When I give, it's all about the moment.  Life is short, I could drop dead in the next hour, as could the bum.  I take joy in a moment of giving

If you Concern yourself with what happens after you give, then your gift is a tool of power to control the behavior of the needy..  that's not a cheerful giver
