I do not believe that procreation should be a human right. Especially for wards of the state. As far as the Rosemary scenario goes, it's a "what if". What if the devil inseminated every female in the world? If the devil has the power (if there is, indeed, a devil), to father one woman, I would assume it can father an entire world of the little devils. In that scenario, it would be much more efficient and just as plausible
for a priest to find some manner of pre-emptively sterilizing the devil.
