He also invaded Ukraine without even needing to be weary of popular opinion and therefore got a blank check to invade his neighbor without any pretense. Therefore, autocracy means you don't have to answer to anyone and therefore the mismanagement and rot tend to set in. That's the whole theory behind checks and balances. Vetoes, votes, rule of law, and law making bodies prevent all of this in theory even though some of these symptoms do exist in America. It's usually good at first when an autocrat takes rule but then it just becomes a game to hold onto power at the expense of the ruled.
