What is likely the first senate in human history was instituted by Romulus in Ancient Rome.  Those senators tended to be decrepit old men, corrupt, who sought favor with the Roman emperor (and also the pope, later on) more than they served constituents.

The U.S. senate, and congress, are the spiritual successors to the ancient version, and like them, our current critters have no power and are merely seeking to gain prestige and and status by *** kissing those with real power (the Jewish bankers, various oligarchs who run industry, and the president to a lesser degree).
