in areas where the state has interest in developing, however, they tend to outpace the USA. Remember they went to space first...and their rocket propulsion is simply far superior to ours. The best russian attack helicopters are better than our best attack helicopters (indeed israel buys their attack helicopters from russia)...stuff like that.
but because they have generally been cut off from global civilian trade, you as a civilian are unlikely to encounter any decent engineering from russia. there was no point for them to even develop such industries.
