Talk about "in your face" reason for a individual citizens to be armed AND regularly train with their firearms! It just doesn't work to tell your citizens to "come on down to the Capital" and pick up a AK-47 and a pack of cartridges when Russian troops are shooting civilians on site. The mindset isn't there to use them. The training surely isn't there. And, the quantity of guns and ammo that would actually make a difference is laughable.
The US is so far advanced over other nations when it comes to its citizenry being armed and capable that it is actually frightening to most people from other nations.
