It is about hamstringing China, but it is about so much more. It's about ending BRICS. And I suspect that Trump fully understands that there would not BE a BRICS, if not for America's persistent abuse of sanctions. If countries cannot trade in dollars, they are forced tofind another way.
But here we are, and as I understand it, Trump is re-imposing the sanctions on Russian oil - so maybe he either does not understand the genesis of BRICS, ordoes not care because he believes he can have his cake (petro-dollar) and eat it too (prevent nations from trading at allin any sovereign and meaningful way). It's hard to tell what Trump is thinking.
