second: Cecil county is the the county seat- which means that they have two courthouses. Again.. bringing in the very best of folks.
third: I believe that my graduation class had the highest pregnancy rate in the state of Maryland (that was back in the 90’s)
I will say that at the very least- the county has gone down big time.
