There are no oopsie doopsies. There are intended outcomes - period. The drug war, for example, is not "accidentally" having the effect of enabling pushers and spreading addiction. That is the INTENDED outcome. This was made crystal clear - if drug use moving from the dregs of society to college campuses to high schools to junior highs over a couple of decades - abundantly clear, I say, when the STATE ITSELF started giving adderol to elementary school kids because little kids don't have the wherewithal to buy their own drugs, so the state needed to buy the drugs for them.
