The concept of proxy wars has a long history and is likely to continue in the future.
It has been used since ancient times, even before the Byzantine empire, and will likely persist for years to come.


To really give it some thought , it doesn't seem unreasonable to deny Russia access to a year-round port. Putin has repeatedly made indirect threats of using tactical nukes. What sense would it make to give  Russians access to a  wide open buffer zone I'm East Ukraine that could potentially be used as a staging area  for an  invasion into Western Europe?   That  doesn't really sit well with me.     


It is worth noting that there are currently numerous proxy wars being backed by the United States.
Whether it is the CIA bribing tribal warlords in Africa or the Middle East to instigate conflict or NATO getting involved in conflicts with Russia or China, these actions are quite common in the world of geopolitics.
