I'm NOT sure they can muzzle Trump to the extent that they might NEED to... and WILL Trump have the guts to bring these issues up, DIRECTLY POINTED at Joe Biden DURING the debate... IF he (Joe Biden) ignores them... he is evading questions that the American PEOPLE want answers to... AND THAT THEY will answer themselves WITHOUT his input... and if he DOES try to answer them... I think it would take a level of intellect that Joe Biden is currently INCAPABLE of !!!
THAT is what I believe Donald Trumps strategy... NEEDS to be !!
