I don't think so. I think neuter is an anatomical, sexually structural concept. When an animal, or a human I suppose, is neutered, they typically have part of their anatomy altered or removed. It's about sex. I think that's why when a person is transgender they are experiencing some fluctuation in their comfort with their sexuality assignment at birth. When they're transsexual, they have undergone a surgical procedure to alter their...uh...gear.
