My Uncle was a career chemical engineer with Exxon building refineries. He was in Venezuela for two years in the 1970's.
He told us all then the oil was thick and expensive to process and then the socializtion movements hit and Exxon was glad to move out operations on dog oil.
We might steal hundreds of billions of barrels of it, but we need to build refineries to process it. I would assume that would likely create a crapload of jobs in Venezuela. Americans are too expensive for Trump. I don't know who would invest in infrastructure in a commodity that will run out someday.
No building, just retooling…it was all TX refineries processed, then they retooled for the sweet light crude because the oil of choice…
