That is not what "sanctions" implies at all.
When Rubio talks about sanctioning people connected to the world court, he is talking about stealing their bank accounts and properties.
When we "sanction" people, we literally steal their money. Or as we say, "freeze" it.
That is why the world is moving away from the dollar. Because we can "sanction" individuals and countries by "freezing" their individual or sovereign wealth, immediately crippling them financially.
That is why BRICS does more business than the G20 in PPP. The world is de-dollarizing to avoid rampant and whimsical "sanctions.".
What I meant by, was that since the US is mostly “funding” the operations, the sanctions, aka, withholding funds that support it..
