At that level, 7th grade readers can only comprehend simple instructions. They are not capable of understanding more complicated concepts nor can they comprehend technical information. 

That being the case, it is irresponsible, and down right dangerous, to allow  a mass of idiots to vote for future leaders that are in control of that 'red button' in the white house.  We are considered a superpower. We live in an age of nuclear weapons. We no longer live in the era where moonshine bootlegging was our biggest problem. There is a reason why we don't allow kids to vote or make adult decisions. Likewise, we need to ensure that people who can think past a 7th grade level are the ones who elect our leaders.
I would carry it one step forward, if you don't pay property taxes, file a tax return, and can't pass a simple 10 question test on the Constitution.......you aren't qualified to vote.
