He had a major brain aneurysm - which caused him to lose some cognitive ability. That was decades ago. He's 81, and has been in mental decline even during his vice presidency. Note storage of classified documents. Also note Obama's comments "Don't under estimate Joe's ability to **** things up". Both going back to his VP days.
The guy mumbles unintelligible nonsense through 80% of his speeches (not much unlike one forum member around here). So, I have no doubt Joe Biden's IQ is now far below 100 - my honest guess would be closer to 70.
