"an alien threat from outside this world".
Strange, but he was right: A threat common to all parties diminishes whatever differences they have.

Conversely, no threats or reasons to unify, amplifies the differences.
Not saying that in itself creates enemies necessarily, but certainly an "us and them" atmosphere.

It's part of the social nature of humans.
Personal survival.
Protect your family.
Your neighborhood.
Your town.
Your state.
Your country.
Etc.

Your Give-A-**** meter reads differently as you go through the list.
That's the subjective nature of evil and non-evil.
A guy protecting his family can conflict with the guy protecting his.

And so it goes.
For sure, this is just an obvious strategy to resist a common enemy. But any competent enemy is also going to attempt to prevent any confederation. Thus the roman empire tried to divide the gauls against eachother when it was conquering the gauls, or the British empire tried to divide north American plains Indians against eachother as they conquered north America. If all the gauls had successfully united against Rome to resist them, they might have been more successful...but vercingetorix was ultimately too little too late.
