to spend the money to attack the problems with purpose and fervor.
Plenty of money is in fact collected in sf taxes. It just isnt used in any useful manner.
and in fact, there are problems that nobody can solve because nobody can tell the truth.
Sure, you can spend a lot of money making some public transit system. But people won't use it. Why? Because they worry that some random black guy will kill them. But nobody is allowed to say that.
That is a problem Russia and China don't have as much.
