The chain of command actually starts with money. What do people care most about? Money. So the megs banks, federal reserve, hedge funds, etc...that is the boss. And no, they don't need to actually produce anything to have money...most of the money in the usa is abstract. Under financial power, it is the press. almost everyone just believes what the press tells them, athealmost everyone follows a holocaust religion, which descibes every 'bad' person as hitler and any interest in peace to be Neville Chamberlain.
Thr military might have to tools to disobey if they had an independent mind, but they do not have an independent mind. They only know how to follow orders to get their money and prestige. So they cannot be considered a significant sovereign power.
