They are being maneuvered over to a different hunger games area. The agricultural areas rely on corporation subsidies that are controlled by a small executive group or dictator. Becoming an independent rancher would be difficult or impossible. The large corporation is OK, small independent ranchers and farmers are gone, this creates a controlled food supply. Wonderful representation for the large corporation group, little or no representation for the individual citizen and so the serf subsidizes a large anti creation corporation group that tends to not want or need the serf (Ya jump through the hoops or you know what happens, ya get banished like it was the year 1399).
