BULL **** !! The 16th amendment kick started COMMUNISM in America in 1913... Woodrow Wilson, possibly the FIRST actual COMMUNIST/SOCIALIST President, got the 16th amendment passed, and America's finances and budget have been OUT of Control ever since... Removing America from the gold standard in the 1960's (authorized by a COMPLETELY Liberal Congress and President) didn't help, neither did the ELIMINATION of the Social Security "Lock Box", or OUT of Control DEFICIT Spending... In 2001, Russia implemented a 13% flat tax on individual income, which it has retained to this day. Other countries among the 24 with a flat tax include Belarus (13%), Belize (25%), Bulgaria (10%), Georgia (20%), Hungary (15%), Kazakhstan (10%), Mongolia (10%), Romania (10%), and Saudi Arabia (20% on foreign residents).
