Provide court admissible evidence of a crime (since YOU mentioned a crime). Should he have done more? Yes...without question. Did he do anything that was a crime? Highly doubtful since NOBODY has produced a criminal charge. Does his lack of action liberals wanted him to take constitute a crime? Probably not since they cannot name one.
Remember, the US Code has specific elements related to what constitutes the various crimes and only says what is actually written in the code. You don't get to make up elements and call it crime.
