Public education is the very definition of something economists call a " Common Good". I beg you not to oblige me to explain it to you.
Having answered your question, can you now explain why children should grow up as dumb as the most ignorant parents in their school district?
The point is, the public...particularly the citizens in the local community where the school(s) are located...own the schools. The owner of any operation, be it public or private, have control over it's operation...either directly or indirectly through the people the hire/elect.
