You cannot possibly be so stupid that you don't understand elected officials answer to their constituents.  Public schools are ran by a school board...all of which are elected and answerable to the voters (public).  They are given, by their constituents, the power to hire/fire and oversee the operations of the schools.  If the schools are not performing to the level expected by the owners of the school (the citizens in that district), the people to whom the public has delegated authority to must fire those who under perform.  If they don't, the public can fire them and hire someone who will.

You don't need to like the process, but when it comes to public schools that is the process.  If you want to exercise authoritarian control over a network of schools, start private schools.  Then you can do as you wish.
