Actually, I would insist that EVERY department of the federal government be required to cut spending (actual spending, as in dollars going out...not the game Washington plays and calls spending cuts), by a minimum of 2% every year. If, say the DOJ, spent $300 billion in 2022, their budget for 2023 is capped (hard cap) at $294 billion. If the AG cannot find 2% fat/waste they are either a thief or incompetent.
