!! Case now CLOSED and the fact remains, NO MENTALLY INCOMPETENT PERSON can LEGALLY execute ANY DOCUMENT!! PERIOD!! Constitutional "authority" of powers or not!!
For a person, legally, to be found mentally incompetent, they must be found to lack the mental capacity required to participate in legal proceedings. That has not happened. Without that, and lacking any effort to remove him under the 25th because he is unable to execute the duties of his office, you are living in a fantasy world. The commutations are legal and no person of court can do a damn thing about them.
