Invoking the 25th WAS a theoretical discussion. Without the cooperation of the VP...and Pence had already said he would never consent to using the 25th...the cabinet could
NOT remove the President. The VP must participate if the 25th is going to be used to remove a President. Additionally, the President could immediately submit a letter to Congress saying he could discharge his duties. Then, a 2/3 majority of both chambers is required with a specific time frame.
Maybe you should read the Constitution. The pertinent section of the 25th:
