The voting base can overcome gerrymandering. When I was growing up, Texas was deep blue. Dems routinely gerrymandered things in an attempt to retain power. Over time, the general population of voters became more conservative. The result is republican control of the House, Senate and Governor's Mansion for more than two decades.
