No...it doesn't, but it requires that someone actually read more than one sentence of the Constitution so that explains why you are uniformed (wrong). Nowhere in the Constitution is there the right to marry or is the federal government given the authority to issue marriage licenses (you have to actually read the Constitution to know that). Then, you come to the 10th Amendment;
" The powers not delegated to the United States by the Constitution, nor prohibited by it to the states, are reserved to the states respectively, or to the people."
Since the Constitution doesn't give the federal government the power to issue marriage license nor does it prohibit states from issuing them, the power (authority) to issue marriage licenses is left to the individual states. That means a state can decide not to issue marriage licenses or only issue under specific circumstances and/or conditions.
