You left out a very important part of the definition of "republic"

"a state in which supreme power is held by the people and their elected representatives, and which has an elected or nominated president rather than a monarch."

The elected representatives of the people have passed laws, which are supported by their constituents.  And, when it comes to laws that govern elections in a state (like Texas, for an example), the will of idiot liberals in Californistan don't matter in the least.
