I will agree. However, there is a lot of layers to that. In most states, once someone has been there for 1 or 2, there are almost impossible to fire. Second, a lot of positions are grant funded but because of federal regs.. it is use or lose it forever. So you need 5 people one year and 2 the next.. if you re-apply you lose that funding pretty much forever even if later on you need 7 people. When I was with the State of Nevada, we automated the older, paper driven processes out of existences and trimmed the payroll. The department that I led at the end went from employing 7 down to 2.
