Clearly biden and his staff are not aware of what they have, what it is, and what to do with it. Clearly Biden is not the most competent person in the US right now .. he calls out dead people in the crowd, asks "what am I doing here?", ... etc.
A reasonable person would want to double check ... after all a Vice President does not have the authority to declassify anything.
