The papers were his.
The President can declassify documents, the Vice President can not.
I am unsure how you may obstruct something that you believe is yours to have.
Biden has admitted that (as Vice President) he took classified material and kept it for around 6 years.

.... after all he admits that he took classified material -- he is a now a known thief of classified material ... and somehow he and his family got a boat load of cash from the Chinese (who coincidently funded this Center in the first place)
