Let me ask you a different way... if an outgoing president can declassify any document he/she wishes, and, as @golfboy  has claimed, once declassified, those documents are public, can that outgoing president decide to declassify extremely sensitive intelligence and provide it to anyone in "the public" that he or she sees fit?  Even if that intelligence may be used for the injury of the United States or to the advantage of any foreign nation?
As a Vice President he would have to request to see the classified documentation ... I would like to see the sequence of action as to how biden obtain the documents and how he kept them safe. It is called Chain of Evidence.

If he can't provide that,,, then he misappropriated the documents and didn't do anything at all to keep them safe.
It provides further evidence that biden cannot be trusted with confidential material ... and further questions biden's competency ...

It is worse than any of the Delm Hoaxes (obstruction, collusion, Kavanaugh Sexual Harassment, tax, etc.)
