There was a time when looters could legally be shot dead by cops while in the act. Same as a fleeing felon...ANY fleeing felon. Now the fleeing felon must meet the prerequisite of being a significant threat to the lives of others before they may be shot in the back. 
Casket makers need work too. Shooting looters is a win-win situation. Plus, the cops get real life scenario target practice and can skip range day.
