If you do not pick-up after your Dog, should it defecate on the sidewalks, you are given a $300 Fine from the City..... But if a vagrant or drug addict drops their pants and takes a dump on the Sidewalk, they just continue on unimpeded afterwards, to the corner store and walk out with $900 in stolen merch to round out their morning...
