Yes, they are taking money...billions of dollars of grant money from the white taxpayer and still live like pigs. They pay no taxes and are sovereign nations who cannot be sued by the white man, plunder our fishing resources OUTSIDE of their reservations, have the highest rate of fetal alcohol syndrome children, and the highest number of murdered/unaccounted for female spouses. Here, they net thousands of salmon, take their roe and sell it to Japan, and toss the remaining carcasses to rot on the beach, because there is more cash in selling the roe, and they are too lazy to process the meat. They are not stewards of anything.
