Hmmm, had to give that some thought. I'd say no, and that he posed more of a racial question than that of a racist one. If the question was about Caucasians, and the quality of life improving without them, it too would be a racial topic, as there was no bias in the title/question. I'm being literal here. We know he's a racist, but the question isn't.
