First off, you use "homeless veteran" like the same low-life scum who use that as their first words on cardboard begging signs...to garner sympathy when it isn't warranted. We have millions of veterans, and we have many who served just long enough to **** up and find themselves with an "other than honorable", "administrative", "dishonorable" discharge. I've processed many for discharge myself. Some were back in the days when *** and drug abuse were severe crimes per the UCMJ, and a court martial would kick them to the curb...bey-bey, fukko!

Next one is easy. The prick was not following the lawful commands of a police officer and was purposefully creating a hostile situation. He received less than he should have. A baton to the head would have been better, and the cop was exceedingly courteous not to have taken him down the second the prick started arguing with him.
