Don't forget this part. They had reasonable suspicion...the phone call.
"If the answer to one or more of these questions is “yes”, then the officers must prove they had reasonable suspicion for the stop."
IMO, the "pastor" will win because he's black, and only because he is black. And black gets backed at no charge. Whites are usually on their own.
