In other words, criminals are not brave, but make stupid decisions. If they were brave, they would do their foul deeds without protection and in the public eye. They're more cowardly than law abiding people, because they always take the quick, easy way.
This is why nobility in Russian Empire had three times higher crime rate than peasants?
