Sucks you want to compare PLANTS to ANIMALS in their reproductive systems which are TOTALLY INCOMPATIBLE FOR MAKING COMPARISONS!!

But yes, a PINE CONE has the GENETIC MATERIAL NEEDED TO BE A TREE!! Hence it is a tree.
