Well, that MIGHT happen, but the Feds are really unhappy to cut Blue states any checks to cover their DEFICITS. And NY State can't print money, so their's that. And BORROWING is only going to be with junk bonds since NY State has a TON of debt right now.
It's part and parcel why NY State is going to lose 2-4 Congressional seats after the 2040 census and reapportionment!!
