interestingly, when I worked as a “rural” carrier during the election cycle, we had to;
A) ensure the addressee had to be deliverable, IE, they had to be receiving mail at that address, or they were returned to the PO, put in a special container marked undeliverable and the branch Postmaster had to personally drive them to a designated person in the chain of custody…(come to think of it, that’s probably where they went to the NGO’s)…If I remember correctly, the ballot was forwardable if they had a valid forwarding address or temporary hold…
B) all bulk leftover annoying candidate’s flyers/mailers had to be put into another special bin and returned to the candidate…
Oh, there's MORE than enough time to implement the provisions of the new RULE!!
What's going to be funny is that when NONE of these ballots are DELIVERED BY THE USPS because they failed to meet the requirements is when the screeching begins!! AND when **** lose elections because of that, you'll never hear the end of if.
